You've gotta get those RPMs up so you're not constantly dropping out of lockup. I bet your rpms at those speeds in 4th gear are like 1400? I'd probably suggest you just stay in 3rd gear if you're going that speed.
If you were going 70, at least you'd have an rpm more like 1700, which is about where our engines start to make power.
I bet that's 90% of the problems we see with fuel efficiency, your trans just won't stay locked up because you've just got too tall of a gearing setup for your tires. When the trans drops out of lockup, it loses approx 1/3 of the efficiency of a locked up trans, bye bye fuel, and hello hot transmission!
