Almost 25 years here, was never on my "States I admire" list. But there are few pluses
There is no emissions test, vehicle inspections, nothing... if you can afford a $75-$150 sticker for it every year you can drive it.
Camper "conversion" van I used see every summer driving around was literally an old ford van with everything behind the front seats cut off and a pick up bed camper ratchet strapped to the frame. Plus the required duct tape for sealing purposes

Seriously why would you even try this? You can pick up a 4WD Blazer for around $2000. You certainly can't do the conversion for cheaper than that!
