Tailgate plastic part!??!?

There is a little rectangle "latch" for lack of a better word that is on the right side (if the gate is open, on the inside) of the gate that I just cannot figure out what it does...I did a search, maybe not using the correct language but came up with nothing. What is it?? I'll post pics later if yous think I'm insane...

It's an area for your hand to grasp to pull down the gate.

It holds normally the strap to pull the gate down when opened to close the gate so you don't have to touch the paint.

I think the older ones had a strap. Newer ones have a pocket to grasp.
they've always worked for me.
